Just a while thought: while a study shows that fish oil reduces violent tendencies, how about considering vegetarian and non fried food for prisoners. Anecdotes i have heard say they have calmer temperament after such diets. Personal experience tells me too that it will be cheaper and who knows, it may be a further deterrence to return back to prison...
